On July 23, 1959, during his official visit to the Soviet Union, President Ho Chi Minh visited the Baku oil and gas industrial zone, Azerbaijan. Here, he proposed to the leaders of Azerbaijan: “After Vietnam’s victory in the resistance war, the Soviet Union in general and Azerbaijan in particular must help Vietnam exploit and process oil and gas, and build strong oil and gas industrial zones…”
