Today, in the heroic echoes of the historic autumn celebrating the 80th anniversary of the August Revolution and National Day September 2, let us review half a century of development of the Vietnam National Industry and Energy Group - a journey written with the will of national self-reliance, self-reliance, with Vietnamese intelligence and aspiration.
General Secretary To Lam attended and delivered a speech at the 50th anniversary of the founding of the Vietnam National Industry and Energy Group.
From the determination and light of the Party and Uncle Ho, we have gone through the early days of "searching for the source of fire", "black gold", "liquid gold", "blood of modern industry" with countless hardships, to have the industrial - energy ecosystem as it is today. Petrovietnam has made an epochal transition to become the National Industry - Energy Group - a symbol of state-owned enterprises, playing an important role in the cause of building, protecting and developing the country. The Party, the State and the People have recognized and awarded the Group many noble awards: First-class Independence Medal, Gold Star Medal, Ho Chi Minh Medal, First-class Fatherland Protection Medal and the title of Hero of Labor.
On behalf of the Party and State leaders, I would like to send my congratulations to the generations of leaders, engineers and workers of Petrovietnam; thank the international partners and friends for their support. I wish the industry and energy sector to continue to make breakthroughs in development, worthy of the resilient spirit, pioneering tradition and aspiration of the heroic Vietnamese people. Congratulations to the Vietnam National Industry and Energy Group and the individuals who were awarded the Labor Medal at this solemn ceremony.

Looking back over the past 50 years, Petrovietnam has made great contributions, many years achieving 20% - 30% in total State Budget revenue, making an important contribution to stabilizing the macro economy, ensuring national energy security; even contributing to maintaining the lifeblood of society, contributing to protecting the security of the regime, in difficult times, in the face of world political fluctuations.
Petrovietnam has mastered many modern technologies on par with the world, affirming its position as a leading state-owned enterprise, a pioneer in international economic integration. In particular, with our intelligence and creativity, we have designed, manufactured, and constructed DK platforms; we have been self-sufficient in researching, producing, and supplying special fuels for national defense and security; through economic activities, we have directly contributed to maintaining national security at sea, integrating internationally, and using soft power to elevate the country. Comrades, with their intelligence, creativity, love for the profession, and love for the country, have contributed to the world's oil and gas knowledge; In particular, you have designed, manufactured, and constructed existing DK platforms in the East Sea in Vietnam's maritime sovereignty areas.
During the 2020-2025 term, despite countless difficulties and challenges, you have achieved outstanding results, demonstrated through the "5 Safe" mission and "5 Best" achievements as the Party Secretary and Chairman of the Board of Members just reported. The core lesson here is: disciplined execution - risk management - continuous innovation - value chain linkage.
I also highly appreciate the achievements of “5 An” and “5 Nhat” of Petrovietnam, including many very fundamental, very basic, very memorable contributions to social security of comrades. This is one of the best things of comrades, also contributing to the lives of workers and employees of Petrovietnam Group, contributing to improving the lives of poor people in difficult areas, participating in eliminating temporary housing, developing health care, education and social activities.
General Secretary To Lam, Prime Minister Pham Minh Chinh and Chairman of the Board of Directors of Petrovietnam Le Manh Hung performed the launching ceremony of the STEM Innovation Program Petrovietnam - Creating a green future under the witness of leaders of the Party, State and Petrovietnam.
Today, I also appreciate Petrovietnam's initiative on the program "Education and STEM Practice Room". Through educational companion programs, Petrovietnam has deployed STEM classrooms in many localities - a model for nurturing science and technology human resources for the future, a model for exploiting human resources in the digital age. On this occasion, I request the Minister of Education and Training, the Provincial/City Party Secretaries, and the General Director of Vietnam Television to closely coordinate with Petrovietnam to effectively organize and deploy, connect the program systematically; summarize, evaluate, draw lessons and further replicate this very meaningful model and program.
This is also an implementation of the recent Politburo's key resolutions, these STEM classrooms will be a source of creativity, a very important source of science and technology training for us in the new era. Certainly, among the students who have access to these STEM classrooms, many will become engineers, workers, and laborers working in the model of Petrovietnam and other important industries of the country in the near future.
During my visits and work in other countries; I have witnessed with my own eyes the Petrovietnam brand reaching out internationally, present in dozens of countries. Currently, according to statistics, there are 34 countries that Petrovietnam has set foot in and cooperated with. This is also Vietnamese pride to the world.
Looking back at the 50-year development process of Petrovietnam, I can draw some conclusions for you comrades. The foundation that you have summarized today has determined your aspiration and will. It is true that only with aspiration and will can we concentrate. The aspiration comes from Uncle Ho's question, when will we have oil and gas. And the very strong belief that if we have 1 million km2 of sea, we will definitely have oil and gas. At that time, our country was still facing many difficulties, without any infrastructure, but we thought about it. That aspiration, that will, over the 50-year implementation process, has four words: you comrades have succeeded, have become self-sufficient. Have become self-sufficient in the oil and gas industry, not only oil and gas but also developed into an energy industry - it is much larger in scope than oil and gas. This is the maturity, the autonomy that all those technologies we have mastered, and have contributed to the development of the oil and gas industry, the world energy industry, reaching clean energy, green energy, not like our early development and opening a new stage, it is clear that we are aiming for the goal of technology and development. There is no other way, without technology there can be no development.
The success of comrades in the past 50 years, the achievements, the achievements are thanks to the comrades' focus on developing science and technology. This is the path of our new era, of Petrovietnam in 50 years, 100 years later we still have to rely on this foundation.
Today, your exhibition is a source of pride and we can see that very clearly, not only technologically autonomous but very autonomous, and only technology can help us develop quickly and sustainably.

Today’s world is rapidly shifting towards a green economy, a digital economy and smart artificial intelligence, with unprecedented breakthroughs in technology and governance. Along with opportunities, geopolitical factors, strategic competition, disruptions and restructuring of the global energy supply chain are increasingly complex and unpredictable, posing urgent demands for each country to ensure energy security, economic security and national defense security.
In that context, the Central Committee and the Politburo have issued many new, breakthrough and strategic policies and orientations such as the Resolutions of the 11th Central Committee Conference, the 12th Central Committee Conference, Resolutions No. 57, 59, 66, 68, 70, 71, 72 of the Politburo to implement three very important goals: (i) Maintaining a peaceful and stable environment; (ii) Rapid and sustainable economic development; (iii) Improving people's lives. These policies are important strategic orientations for national development in the coming period that each level, sector and organization from the Central to the local level needs to concretize, thoroughly grasp and implement. For Petrovietnam, you are also responsible for implementing Conclusion 76 of the Politburo on strategic orientations for the development of the Vietnamese oil and gas industry to 2025 and vision to 2035 and some orientations for the new period. This is compass for Petrovietnam to transfer from "resource exploitation" luxurious “energy – industry – knowledge creation”.

We have transformed from a traditional oil and gas group into the Vietnam National Energy and Industry Group; this is a fundamental step in preparation for moving to a new stage. In the near future, the Politburo will discuss and issue a resolution on state economic development; accordingly, one of the main tasks and solutions is to focus on investing in and developing a number of large-scale state economic groups, playing a leading role in key and strategic sectors and fields of the economy. From this perspective, the Party and the State have high expectations for Petrovietnam, therefore, I suggest that in the new development strategy, you should focus on:
First, firmly ensure national energy security: architecture according to the “3-layer” model: stable traditional sources, flexible sources (LNG, storage, etc.) and new sources (wind power, nuclear power, etc.); proactively build strategic reserve capacity, regulate, supply and dispatch flexibly associated with energy security, national defense security and economic independence and autonomy.
We are a maritime nation, with a sea area of over 1 million km2, 3 times the land area. This is an opportunity for our country to develop. I am very happy that you have been able to be self-sufficient in the marine economy, from the surface of the sea, in the seabed, and under the seabed, you have exploited everything. These are very good opportunities, not only energy but also many other resources. You have summarized and oriented, and those orientations are very important.
Monday, leading industrialization and modernization: Develop industry and technical services as pillars. Focus on completing and expanding integrated refinery-petrochemical-chemical complexes; develop mechanical engineering for drilling rigs, energy equipment, new materials, and increase the localization rate in the supply chain. Build national industrial-ecological energy centers, linked with infrastructure and supporting industries. Promote high-tech services, gradually making Petrovietnam the leading industrial-technical contractor in the region.
Tuesday, Pioneer in science, technology, innovation and digital transformation: Allocate sufficient resources for research and development activities to create new products and services, especially in key areas; accelerate the application of digital technology, artificial intelligence, and big data. Currently, the path of science and technology is the path of development for the next 50 years, the next 100 years. Comrades have also oriented here very focused, very important. The development of Petrovietnam in recent times is also thanks to strong investment in science and technology.
Fourth, administrative innovation, Perfecting the corporate governance model according to international practices to improve efficiency and safety; strengthening enforcement discipline, preventing loss and waste; ensuring the principles of transparency, integrity, efficiency and sustainability.
Fifth, proactively integrate internationally and promote the strength of economic sectors to connect for common development., focusing on strategic cooperation with strategic partners around the world; deeply participating in the international energy and industrial value chain; Make Petrovietnam brand become "economic-industrial ambassador" of Vietnam. At the same time, link the chain with domestic economic sectors; encourage the public-private partnership (PPP) model in implementing investment projects; create conditions for private enterprises to participate deeply in technical services, mechanical engineering, and supporting industries, according to the principles of mutual development - mutual benefit - mutual national interest. Completing the goal by 2030, Petrovietnam will become one of the 500 largest enterprises in the world.
On the occasion of your great anniversary, I would like to present to Petrovietnam 8 letters: “Pioneer – Outstanding – Sustainable – Global”
Pioneer to lead the cause of industrialization, modernization and energy transition, digital and green transformation, enhance integration, and affirm Vietnam's mettle and intelligence.
Outstanding in efficiency, competitiveness and innovation, becoming a typical model of state-owned enterprises.
Sustainable In vision and action, harmonious development between economic growth, environmental protection, social security and national responsibility.
Global, with aspiration and strength, reaching out to the ocean, positioning Vietnam in the international arena, confidently among the ranks of the world's leading enterprises.
To realize this great aspiration, comrades need to continue to make great efforts with the effective support of the political system. On this occasion, I have some suggestions for the agencies:
National Assembly Party Committee direct the National Assembly to perfect the legal system, create a legal corridor for a competitive energy market and promote the efficiency of state-owned enterprises.
The Government Party Committee directs the Government concretize the Politburo's policies in Petrovietnam's Charter of Operations; continue to strongly implement decentralization and delegation of power; build specific mechanisms for strategic energy projects; have assignments and orientations for economic sectors to develop together.
Ministries, branches and localities, coordinate, guide, create an open business environment, remove bottlenecks and bottlenecks to serve development; implement spatial and infrastructure planning; and at the same time create a national ecological energy industrial center.
I believe that, with its glorious tradition, with its mettle, intelligence, professionalism and loyalty, with its faith and aspiration to rise, Petrovietnam will continue to be a pillar of the economy, a ""Ethnic Enterprise" for the national interest, is the pride of the Party, State and People; contributes to realizing the country's two 100-year goals and the aspiration to build a strong and prosperous Vietnam.
