The 4th Congress of the Party Committee of the Vietnam National Industry and Energy Group for the 2025-2030 term was solemnly held on August 2-3, 2025. The Congress is a particularly important political event, marking a milestone after 50 years of establishment and development of the Group - a pillar unit in ensuring national energy security. The Congress was honored to welcome Comrade Pham Minh Chinh - Politburo member, Party Secretary, Prime Minister to attend and direct.

The 4th Congress is the first congress with a new name: Party Committee of Vietnam National Industry and Energy Group.
From all over the country, 238 outstanding delegates representing the will and aspirations of nearly 14,000 party members and nearly 55,000 Petrovietnam workers attended the Congress.
The 4th Congress of the Party Committee of the Vietnam National Industry and Energy Group has the task of summarizing the implementation of the Resolution for the 2020-2025 term and setting out directions, goals and solutions for the next 5 years. Setting the political determination of "One team, one goal", the Congress determined the theme “Promoting heroic traditions, building a strong and comprehensive Party organization; developing a Group with strong potential, modern management, high competitiveness, pioneering in energy transition and sustainable green growth”.
Comrade Le Manh Hung - Party Secretary, Chairman of the Board of Directors of the Group affirmed that the standard that a Petrovietnam Party member needs to have is the Aspiration to conquer difficulties and overcome challenges.
Maintain the position of the country's leading economic group and reach international level
In his opening speech, Comrade Le Manh Hung, Party Secretary and Chairman of the Board of Directors of the Group, emphasized that the Congress is a political event of special significance in the political life of the Party Committee and of cadres, party members and employees of the entire Group. This is the time for Petrovietnam to proudly look back at the great achievements after a glorious half-century under the leadership of the Party and the tireless efforts of generations of Petrovietnam employees. The Group has fulfilled President Ho Chi Minh's wish of "building a synchronous and modern oil and gas industry"; this is also a historical milestone of an epochal transition, opening up a future of sustainable development, shifting operations to the model of a National Industry - Energy Group.
Petrovietnam Party Secretary Le Manh Hung affirmed that the criteria that a Petrovietnam Party member needs to have is “Aspiration” to conquer difficulties, overcome challenges, have specific achievements and results; continue the 50-year tradition of previous generations to build and develop a strong Vietnam National Energy and Industry Group, continue to maintain the leading position in the country, have a position in the region and the world.
Comrade Le Ngoc Son - Deputy Secretary of the Party Committee, General Director of the Group presented a political report at the Congress.
The political report presented by Comrade Le Ngoc Son - Deputy Secretary of the Party Committee, General Director of the Group showed that during the 2020 - 2025 term, Petrovietnam has overcome a period of harsh challenges, facing unprecedented fluctuations. With resilience, innovation and determination to break through, Petrovietnam has proactively advised on strategies, proposed timely solutions and received close guidance from the Party, the State, the Government Party Committee, especially the Prime Minister, and active support from central and local departments, ministries and branches. The Group has proactively adapted and recreated the Petrovietnam culture, awakened the intelligence and courage of "fire seekers", innovated management thinking, correctly identified development trends and deployed a "set of fluctuation management solutions" suitable for the characteristics of state-owned enterprises.
Thanks to that, the entire Party Committee of the Group has successfully completed all 12/12 targets of the Resolution of the 3rd term, many targets far exceeding the plan: Total revenue increased by an average of 14.5%/year (exceeding the plan by 383%); Pre-tax profit increased by an average of 32.7%/year (exceeding 1,535%); The total State budget contribution of the Group exceeded 65% (the target was 10%/year); in 2024, Petrovietnam surpassed the 1 million billion VND revenue mark for the first time - affirming its potential, resilience and role as a financial pillar of the economy.
Comrade Tran Quang Dung, Standing Deputy Secretary of the Party Committee of the Group presented the Review Report of the Party Executive Committee for the term 2020 - 2025.
The 4th Congress is the first congress with a new name: Party Committee of Vietnam National Industry and Energy Group. In the new term, the Party Committee of Petrovietnam sets out General objectives: Promoting the heroic tradition, building a strong and comprehensive Party organization; developing the Vietnam National Energy Industry Group to maintain its position as the country's leading economic group and reach international level, operating effectively and sustainably; having high competitiveness domestically and internationally, taking science - technology and innovation as the driving force for breakthroughs; pioneering and playing a key role in forming and developing large-scale National Energy Industry Centers, leading the energy industry to international integration; at the same time providing diverse energy solutions, including renewable energy; developing the marine economy in association with protecting national sovereignty at sea. Making important contributions to ensuring national energy security, promoting industrialization - modernization, sustainable and environmentally friendly socio-economic development.
Comrade Bui Minh Tien, Member of the Standing Committee of the Party Committee, Member of the Board of Directors, delivered a speech on the topic: "Promoting the leadership role of the Party organization in planning and managing goals, contributing to the successful implementation of the Strategy for the development of the Vietnam National Industry and Energy Group to 2030, with a vision to 2050 in the spirit of Conclusion No. 76-KL/TW dated April 24, 2024 of the Politburo".
Comrade Le Manh Cuong, Member of the Party Executive Committee, Deputy General Director of the Group presented a speech on the topic: "Promoting the leadership role of the Party organization in shifting models and developing new energy sectors at the Vietnam National Energy and Industry Group"
Comrade Nguyen Anh Duc, Member of the Party Executive Committee, Head of the Science, Technology and Digital Transformation Department of the Group presented a speech on the topic "Leadership and direction in implementing research tasks, creating new products and services of the Vietnam National Energy and Industry Group by 2030"
Comrade Tran Ho Bac - Deputy Secretary of the Party Committee, General Director of PTSC presented a speech on the topic: "Tasks and solutions to lead the implementation of Conclusion No. 76-KL/TW dated April 24, 2024 of the Politburo on the construction and development of the National Renewable Energy Center".
To realize the set goals, delegates at the Congress focused on discussing key issues on promoting the leadership role of the Party organization in planning and managing goals, contributing to the successful implementation of the Strategy for the Development of the Vietnam National Industry and Energy Group to 2030, with a vision to 2050, focusing on solutions to implement Conclusion No. 76-KL/TW of the Politburo.
Petrovietnam – potential of a futureai bright
Speaking at the Congress, Prime Minister Pham Minh Chinh highly appreciated and summarized the achievements of Petrovietnam in the 2020-2025 term as follows: “Will to converge, advanced knowledge, added value, extensive cooperation, spreading faith, warrior spirit, full humanity, far-reaching aspiration, bright potential”.
The Prime Minister affirmed that Petrovietnam's greatest success has been to restore confidence in a bright future, take drastic actions, constantly innovate, create, expand and improve the quality and efficiency of production and business activities and achieve many important, comprehensive, excellent and proud results in all fields. Petrovietnam has successfully transformed from the National Oil and Gas Group to the model of the Vietnam National Industry and Energy Group.
Thanks to these efforts, compared to the state-owned enterprise sector, Petrovietnam's total consolidated assets account for 32.81% of the total assets of the whole sector; consolidated equity accounts for 32.41% of the total assets; consolidated revenue accounts for 26.11% of the total revenue. In international comparison, in 2024, Petrovietnam will be recognized by Fortune 500 Southeast Asia as the 11th largest enterprise in the region, the 5th largest in the region in the energy sector, and the TOP 1 largest enterprise in Vietnam.
The Prime Minister assessed that with its presence in 28 countries, Petrovietnam is affirming its role as a multinational corporation, leading the trend of green energy cooperation in ASEAN. The Group has established new strategic partners, expanded the value chain, and connected cross-border investments. Petrovietnam has gone through a difficult period, successfully restructured, aroused collective spirit, and spread confidence among cadres, party members, and workers. The model of "Regenerating Petrovietnam culture" has been effectively implemented, arousing professional pride - the spirit of "fire seekers", creating soft power, which is the foundation for all changes in productivity, efficiency, and creativity.
The Group also demonstrated its pioneering role in social security work, with more than 3,600 billion VND contributed in 5 years, Petrovietnam not only supported flood-hit areas, remote areas but also proactively rebuilt areas such as Kho Vang... The Prime Minister was moved when people from areas that had suffered natural disasters came to Hanoi to congratulate the Congress - that speaks to the depth of humanity of the Group.
In the new term, the Prime Minister stated that the goal for the next 5 years is to bring Petrovietnam into the TOP 5 largest corporations in Southeast Asia. This is a very high goal, but not impossible. Petrovietnam has enough financial, technical, human, cultural resources and political and institutional support to conquer new heights.
Affirming its particularly important role in the national economy, in the new term, Prime Minister Pham Minh Chinh believes that with intelligence, aspiration, daring to think and dare to do, the Petrovietnam Party Committee will be exemplary, pioneering, affirming its mettle, intelligence and long-term vision; improving labor productivity, achieving "double-digit" growth, developing rapidly and sustainably, contributing to ensuring growth targets, stabilizing the macro economy, and national energy security; with the spirit of "resources originating from thinking and vision, motivation originating from innovation, strength originating from people and businesses".

The Congress elected the Executive Committee of the Party Committee of the Vietnam National Industry and Energy Group for the 4th term, 2025-2030, consisting of 37 comrades; The 1st Conference of the Executive Committee of the Party Committee of the Group for the 4th term elected the Standing Committee consisting of 12 comrades. Comrade Le Manh Hung was elected to continue to hold the position of Secretary of the Petrovietnam Party Committee; Comrade Le Ngoc Son and Comrade Tran Quang Dung were re-elected as Deputy Secretaries of the Party Committee of the Group, both with absolute votes.
Comrade Le Thi Thuy - Member of the Party Central Committee, Deputy Secretary of the Government Party Committee congratulated the Executive Committee of the Party Committee of the Group, term IV.
The Party Executive Committee of the Group elected 6 comrades to participate in the Party Committee Inspection Committee of the 4th term, 2025 - 2030. Comrade Nguyen Van Mau, member of the Party Committee Standing Committee, Secretary of the Party Committee of the Management and Operation Apparatus, member of the Board of Directors of the Group was elected to hold the position of Chairman of the Party Committee Inspection Committee of the 4th term.
The Congress also elected a delegation of 14 comrades and 2 alternate delegates to attend the 1st Government Party Congress for the 2025-2030 term.
The 4th Party Executive Committee of the Group was introduced to the Congress
On behalf of the Executive Committee of the Party Committee of the Group, term IV, 2025 - 2030, Party Secretary and Chairman of the Board of Directors of the Group Le Manh Hung affirmed that the Executive Committee is deeply aware that the greater the honor, the greater the responsibility; especially in the context of the world and domestic situation changing strongly, complicated and unpredictable, Petrovietnam has to face many challenges.

The country is facing a new stage of development. The global and domestic context is intertwined with advantages, opportunities, difficulties and challenges. Economic recession, geopolitical conflicts, energy crisis, and climate change are existing challenges. However, after 40 years of Doi Moi, our country's position and strength have grown stronger than ever. This is a solid foundation for us to enter a new stage of development with a strong aspiration to rise up. In that context, the 2025-2030 period is identified as the green, effective and sustainable development period of the Group. All cadres, party members and workers are determined and make the highest efforts to accelerate, break through, and affirm the role of the leading economic group in the country.
The Congress set ambitious targets: Regarding political tasks, maintaining the No. 1 position in Vietnam, entering the TOP 10 of the region, and being listed in the Fortune Global 500. Total revenue increased by an average of 10%/year. State budget contribution increased by an average of 10%/year. Pre-tax profit increased by an average of 4.5 to 5%/year. And a series of indicators on investment, labor productivity, and income for workers all grew. Regarding Party building, every year, over 90% of Party organizations and over 90% of Party members completed their tasks well. New Party members were admitted to 3-4% of the total number of Party members.
