(PetroTimes) – With a spirit of high determination and a strong desire to grow, right at the Party Congress of the Oil and Gas Construction Maintenance and Repair Corporation (PVMR) for the 2025-2030 term held on June 2, 2025, the entire Congress unanimously agreed to adjust all political targets and tasks up compared to the initial growth plan. This breakthrough decision not only demonstrates a new way of thinking and action, but also ignites confidence, excitement and a spirit of innovation throughout the Party.

PVMR Party Committee The 2020-2025 term has been filled with numerous difficulties and challenges, but this is also a turning point in the reconstruction and development process of PVMR. In the early years of its term, PVMR faced a double crisis from the Covid-19 pandemic and the volatile oil and gas market, declining market demand, and increased competitive pressure. In addition, there were internal challenges from the cumbersome management apparatus, and especially the shortage of key personnel at some important times.
In that crisis context, thanks to the close and drastic leadership of the PVMR Party Committee, along with the timely attention and direction from Petrovietnam, especially the restructuring and addition of a new leadership team, PVMR has gradually overcome difficulties and made a clear breakthrough. In about 1/3 of the time at the end of the 2020-2025 term, PVMR has completed and exceeded 7/8 important targets on leadership in implementing political tasks and production and business as set out in the Resolution of the 3rd Congress. Of which, only the target of admitting new Party members was not achieved due to the fluctuating characteristics of Party work in the past period.
During about 1/3 of the time at the end of the 2020-2025 term, PVMR has completed and exceeded 7/8 important targets on leadership in implementing political tasks and production and business as set out in Resolution of the 3rd Congress.
Special, PVMR Party Committee has drawn 4 important lessons, which are practical and close to the actual operations of the unit. These are lessons on: Building a united and unified collective; Respecting personnel work as one of the decisive factors for the success or failure of the Corporation; Researching and applying management tools; Respecting and effectively implementing Conclusion 01-KL/TW of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle". It is from these practical lessons that PVMR has overcome challenges and achieved initial successes, laying the foundation for the aspiration to make a breakthrough in the 2025-2030 term.
Regarding the goals and tasks in the new term, based on Petrovietnam's direction and forecast of the operating situation, PVMR initially proposed a growth plan of 10-11% for political task targets including: revenue, profit, payment to the state budget and average income of employees.
Reporting at the Congress, Comrade Nguyen Trung Tri - Party Secretary, Chairman of the Board of Directors of PVMR said that the PVMR Party Committee has just gone through the 2020-2025 term with many difficulties and challenges, but this is also a turning point in the process of reconstruction and development of PVMR.
However, right at the Congress, after receiving the guidance and suggestions from comrade Tran Quang Dung - Standing Deputy Secretary of the Petrovietnam Party Committee and comrade Duong Manh Son - Member of the Standing Committee of the Party Committee, Deputy General Director of Petrovietnam, with the spirit of aspiration and determination to rise strongly, the Congress voted to agree to adjust the growth targets to be about 50% higher than the original plan.
Accordingly, the average revenue growth target was adjusted from 10% to 18%; state budget contribution from 10% to 15%; pre-tax profit from 11% to 15%; especially, the average income target of employees was also raised from 10% to 15%. This adjustment created an exciting atmosphere throughout the Congress, strongly arousing the spirit of determination, responsibility and expectation for a breakthrough development term.
Following the direction and suggestions of Petrovietnam leaders, comrade Le Van Sy - Deputy Secretary of the Party Committee, General Director of PVMR and the Congress voted to agree to adjust the political task targets to grow about 50% higher than the original plan.
With the spirit of “One team – One goal”, many cadres and party members contributed ideas and suggestions through their presentations, aiming to join hands with the Party Committee, the Board of Directors and the PVMR collective to overcome challenges and make breakthroughs in the coming period. The content of the presentations focused on practical solutions such as: developing new party members, streamlining the apparatus, applying digital management in business operations and improving the efficiency of commercial service activities, etc.
Speaking at the Congress, on behalf of the Party Committee Standing Committee and Petrovietnam leaders, Comrade Tran Quang Dung - Standing Deputy Secretary of the Petrovietnam Party Committee - acknowledged, commended and congratulated the remarkable changes and positive results that PVMR achieved in the last two years of its term. These efforts not only contributed to the basic completion of the goals of the entire 2020-2025 term but also created an important foundation for the next stage of development.

Regarding development goals and targets, he emphasized the need to develop growth targets, especially revenue and average income per worker, which need to be motivating and demonstrate a strong spirit of progress. Comrade Duong Manh Son - Member of the Party Standing Committee, Deputy General Director of Petrovietnam gave a speech on orientation and suggested the production plan of PVMR in the coming period.
Comrade Tran Quang Dung believes that with a clear orientation, specific direction and new motivation, the PVMR Party Committee will continue to lead the unit to sustainable development in the coming period. He emphasized: "I propose and hope that we do not only stop at improving labor productivity and competitiveness, but also need to have a strategic orientation to build the Corporation into a leading energy project maintenance and repair unit, accompanying Petrovietnam to open up new, wider and further development space in the coming time".

PVMR leaders expressed gratitude for the positive contributions of comrade Dinh Quang Dung - Member of the Party Executive Committee of the previous term who was not re-elected.

The congress proceeded to elect PVMR Party Executive Committee, term IV, 2025-2030 including 9 comrades. Of which, comrade Nguyen Trung Tri continues to be elected to hold the position of Party Committee Secretary; comrade Le Van Sy continues to hold the position of Deputy Party Committee Secretary.
The Congress also elected the Party Committee's Inspection Committee consisting of 3 comrades; Comrade Le Van Sy - Deputy Secretary of the Party Committee - was elected as Chairman of the Inspection Committee. At the same time, the Congress elected 2 official party members and 1 probationary party member to attend the 4th Petrovietnam Party Congress, term 2025-2030.
